Don't leave it unsaid... If someone's got some congratulations coming, don't fail to congratulate them. If someone deserve a praise, don't fail to give it, don't fail to say it.
Find the best words you can, struggle with the words you can, borrow some words if you have to.

Borrow the words that comes from the top 10, and from those that has touched you with their language... SAY IT WELL.
